Applications are invited, from the eligible candidates having the requisite educational qualifications and experience for filling up the following posts, as per method of recruitment i.e. by promotion/deputation/including short term contract, as specified in the Recruitment Rules, in Government Medical College & Hospital, Chandigarh, through Union Public Service Commission:

Duties Attached with The Post of Professor and Reader

(i) Teaching the Undergraduate (MBBS) and Postgraduate students.

(ii) Training of interns and paramedical staff.

(iii) Providing other clinical services/ Research Work in the attached hospital.

Eligibility (To be Determined as on 01.01.2006)

Promotion/Deputation (Including Short-Term Contract) for the Post of Professor

I. Officers of the Central / State Governments / Union Territories / Statutory Bodies / Autonomous Organizations / Research Institutions :-

(a) (i) holding analogous posts on regular basis; or
(ii) with two year's regular service in posts in the scale of pay of Rs. 16400-20000/- or equivalent; and

(b) possessing the educational and other qualifications prescribed for direct recruits as indicated below.

II. The Departmental Officer (GMCH Cadre) in the grade of Reader with two year's regular service in the grade will also be considered alongwith outsiders and In case he/ she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

The Departmental Officer (GMCH Cadre) in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

(Period of deputation/ contract including period of deputation / contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization / department of the Central Government, shall ordinarily not exceed five year's. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding fifty six year's as on the closing date of receipt of applications).

Essential Qualifications

I. Professor (Community Medicine)

(i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

(ii) M.D. (Social and Preventive Medicine)/ M.D. (Community Medicine) from a recognized University/ Institution or equivalent.

(iii) Ten year's experience in the profession after acquiring postgraduate qualification, out of which four year's should be as Reader/ Associate Professor in a Recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus / National Journals and one Research Publication in International Journals.

II. Professor (Paediatrics)

(i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

(ii) M.D. (Paediatrics) from a recognized University/ Institution or equivalent.

(iii) Ten year's experience in the profession after acquiring postgraduate qualification, out of which four year's should be as Reader/ Associate Professor in a Recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus / National Journals and one Research Publication in International Journals.

III. Professor (Physiology)

I-A(i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

A(ii) M.D. (Physiology)/ MBBS with M.Sc (Physiology) from a recognized University/ Institution or equivalent.or

B(i) M.Sc (Medical Physiology) from a recognised University or equivalent.

B (ii) Ph.D (Medical Physiology)/ D.Sc (Medical Physiology) from a recognised University / Institution or equivalent.

(II) Ten year's experience in the profession after acquiring postgraduate qualification, out of which four year's should be as Reader/ Associate Professor in a Recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus / National Journals and one Research Publication in International Journals.

IV. Professor (Orthopaedics)

(i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

(ii) M.S. (Orthopaedics) from a recognized University/ Institution or equivalent.

(iii) Ten year's experience in the profession after acquiring postgraduate qualification, out of which four year's should be as Reader/ Associate Professor in a Recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus / National Journals and one Research Publication in International Journals.

Promotion/Deputation (Including Short-Term Contract) for the Post of Reader

I. Officers of the Central / State Governments / Union Territories / Statutory Bodies / Autonomous Organizations / Research Institutions :-

(a) (i) holding analogous posts on regular basis; or

(ii) with two year's regular service in posts in the scale of pay of Rs. 14,300-18,300/- or equivalent; and

(b) possessing the educational and other qualifications prescribed for direct recruits as indicated below.

II. The Departmental Officer (GMCH Cadre) in the grade of Senior Lecturer with two year's regular service in the grade will also be considered alongwith outsiders and In case he/ she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

The Departmental Officer (GMCH Cadre) in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

I-A (i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

A(ii) M.D. (Bacteriology) / M.D. (Microbiology)/ M.B.B.S. with M.Sc. (Medical Bacteriology) or M.Sc. (Medical Microbiology) from a recognized University/ Institution or equivalent.or

B(i) M.Sc. (Medical Bacteriology) from a recognised University or equivalent.

(ii) Ph.D. (Medical Bacteriology)/ B.Sc. (Medical Bacteriology) from a recognised University/ Institution or equivalent. or

C(i) M.Sc. (Medical Microbiology) from a recognised University/ Institution or equivalent.

(ii) Ph.D. (Medical Microbiology)/ D.Sc. (Medical Microbiology) from a recognised University/ Institution or equivalent.

II Five year's teaching experience in the concerned speciality after acquiring postgraduate qualification as Assistant Professor/ Senior Lecturer/ Lecturer in a recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus/ National Journals.

II. Reader (Radiodiagnosis)

(i) A basic University or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and must be registered in a State Medical Register or Indian Medical Register;

(ii) M.D. (Radiodiagnosis)/ M.D. (Radiology)/ M.S. (Radiology) from a recognized University/ Institution or equivalent.

(iii) Five year's teaching experience in the concerned speciality after acquiring postgraduate qualification as Assistant Professor/ Senior Lecturer/ Lecturer in a recognized Medical College/ Teaching Institution.

Desirable

Minimum four Research Publications indexed in Index Medicus/ National Journals.

Relaxation in Qualifications:

1. Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.

2 The qualification(s) regarding experience is/ are relaxable at the discretion of Union Public Service Commission in the case of candidate belonging to the Scheduled Castes or the Scheduled Tribes. If at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Age Limit:

For appointment by Deputation (including Short-term Contract) not exceeding 56 years as on 01.01.2006

The application in the format given below, alongwith the complete and up-to-date CR dossiers or photocopies of ACRs duly attested by an officer not below the rank of Deputy Secretary, who could be spared in the event of their selection, may be sent so as to reach this office within 60 days of the date of publication of this advertisement. Since, the mode of recruitment for filling these posts involved two methods, both to be tried simultaneously, the candidates are advised that they should indicate clearly on the top of the application format regarding the mode under which he/she has applied for. Application received late or without ACRs, integrity certificate, vigilance clearance certificate and major/minor penalty certificate or otherwise found incomplete will not be considered. While forwarding the applications, it may be verified and certified by the Cadre Controlling Authority that the particulars furnished by the officer are correct and that no disciplinary/vigilance case is pending or contemplated against the officer, it must also be certified that honesty and integrity of the officer is satisfactory and n o major/minor penalty has been awarded to him during the last 10 years.
